Decreto Legislativo 18/2023: Nuovi Standard per l’Analisi della Qualità delle Acque Potabili

Recepimento della Direttiva Europea 2020/2184

Il Decreto Legislativo 18/2023 del 23 febbraio 2023 rappresenta una svolta normativa per la qualità delle acque destinate al consumo umano in Italia. Questo decreto recepisce la Direttiva (UE) 2020/2184, allineando la legislazione italiana agli standard europei più recenti. Con l’entrata in vigore del D.Lgs. 18/2023, viene abrogato il precedente Decreto Legislativo 31/2001, superato in molti aspetti tecnici e gestionali.

Principali Innovazioni Normative

Tra i principali obiettivi del Decreto Legislativo 18/2023 figurano la protezione della salute umana, la riduzione dei contaminanti emergenti e la promozione di un approccio integrato alla gestione del rischio, esteso a tutta la filiera idrica, dalla fonte al punto d’uso. Il decreto introduce inoltre l’obbligo di valutazione del rischio per i sistemi di approvvigionamento idrico, con particolare attenzione alla vulnerabilità delle fonti.

Composti Prioritari da Monitorare

Il decreto prevede un ampliamento dei parametri da monitorare, includendo contaminanti emergenti e sostanze prioritarie. Tra queste figurano i composti perfluoroalchilici (PFAS), il bisfenolo A (BPA), gli acidi aloacetici e la microcistina-LR.

Acido Trifluoroacetico: Contaminante Emergente

L’acido trifluoroacetico (TFA) rappresenta una criticità analitica crescente. Questo metabolita stabile deriva dalla degradazione atmosferica di refrigeranti HFC e dall’utilizzo di pesticidi fluorurati. La sua presenza ubiquitaria nei campioni ambientali solleva preoccupazioni per la persistenza e mobilità nei sistemi acquiferi.
Il recente report Greenpeace 2024 evidenzia concentrazioni significative di TFA nelle acque europee, evidenziando l’assenza di limiti normativi specifici nel Decreto Legislativo 18/2023. La complessità di gestione del TFA rispetto ai trattamenti convenzionali di potabilizzazione richiede l’urgente sviluppo di metodiche analitiche dedicate e la possibile inclusione tra i parametri di controllo obbligatori nelle future revisioni normative.
